It was in 2010 that while asking themselves what ever happened to the promise of construction of 5000 housing units per year, as tapped by Ali Bongo, the Gabonese public was reassured by the Minister of Housing at the time, Rufin Pacôme Ondzounga, in specific terms. In September 2010, the Minister of Housing, who has meanwhile become Minister of Defense, announced with the certainty of the perfect demagogue, that works for 5000 dwellings a year had been pushed back to 2011 for reasons of site preparation. Then, as the appetite comes with eating, he continued by saying that a budget of 43.308 billion CFA francs had been allocated to the Ministry of Housing in 2010 for these constructions. There was nothing left for ordinary Gabonese to do than wait for the construction to begin. This expectation continues to this day.



Dear readers, not to be accused of misrepresenting reality, let us restore for you with high fidelity the words of Rufin Pacôme Ondzounga, spoken in September 2010:



"By focusing on the servicing of plots, it is clear that we can not build 5,000 units this year. This aim cannot be achieved until 2011. Our priority for this year 2010 is land development. We will construct, with our own funds, 4120 plots distributed as follows: 2700 plots in Libreville, 497 plots in Franceville, 481 in Oyem and 424 in Tchibanga."



But dramatic turn of events, while we are halfway into 2012, i.e. almost two years after the promise by Ondzounga, Ali Bongo regime without a touch of humor, announces that it would eventually take care of the erection of these social housing units. But what is remarkable in the very recent announcement is the austerity of the Project. This time we are told that the plan is to build only 1000 units and more remarkable still, the time component of the announcement is gone. Would the 1000 housing units be delivered each year, or only once and then bye-bye? Nothing to filter from the release heralding the good news. But then, given the turn of events, we can conclude that the announcement made by Ondzounga were just for show? That the regime had never had the intention to build 5,000 homes a year? What then to say of the famous budget of 43.308 billion CFA francs yet voted in the Finance Act, was it also pure fiction? If no, where has the money gone? But obviously, it seems that the public was again the victim of a hoax from the regime, a hoax too many.



It seems that this regime does not realize that the financial means with which it is playing, belong to the national community. Therefore, the management of these funds should be done with a minimum of seriousness and not the constant litany of pseudo construction plans which remain invisible, or so-called relaunches which are never restarted or constantly pushed away while their budgets are voted from year to year. Alas, they continue to tell the Gabonese people that "the country is in the works", but the Gabonese are there, looking, where are the results? Too many paradoxes that announcements cannot explain:



1. If the entire country is in the works, why unemployment continues to increase?
2. If budgets are voted, why have many companies which worked on public projects not been paid within the statutory period?
3. The famous overpasses of Charbonnage and Nzeng-Ayong had what effect?
4. Agencies created by the regime, at the total devotion of Ali Bongo, have had what effect on efficiency?



Dear readers, from the beginning, this blog has denounced the maneuvers of the regime at two levels: first at the level of advertising communication, that is to say, the announcement effects not followed with facts on the ground, as is the case with the famous 5000 homes a year; then the lack of transparency in the presentation and analysis of balance sheets. For example, who today could explain to us, step by step, what was the budget of CAN 2112, its expenses, its revenues and the balance? These figures and indicators are important for citizens to appreciate how the regime uses their money. When the system announces things unilaterally without giving the public an opportunity to check from sources not subservient to the regime, then we are in a hoax. But who manages by hoax, will perish by hoax.

C'est en 2010 que s'interrogeant sur ce qui était advenu de la promesse de construction de 5000 logements par an, tant taraudée par Ali Bongo, le grand public gabonais se vit rassurer par le Ministre de l'Habitat de l'époque, Rufin Pacome Ondzounga, en termes bien précis. En Septembre 2010, ce Ministre de l'Habitat, devenu entretemps Ministre de la Défense, annonçait avec la certitude du parfait démagogue, que le début des travaux pour les 5000 logements avait été repoussé à 2011 pour des raisons de préparation des terrains. Puis l'appétit venant en mangeant, il en rajouta une couche en disant que 43,308 milliards de francs CFA de budget avait été affecté au ministère de l’Habitat en 2010 pour ces constructions. Il ne restait plus au commun des gabonais que d'attendre la sortie de terre de ces logements sociaux. Cette attente dure jusqu'à ce jour.



Chers lecteurs, pour ne pas être accusé de travestir la réalité, permettez nous de vous restituer en haute fidélité les propos de Rufin Pacôme Ondzounga, tenus en septembre 2010:



«En mettant l’accent sur la viabilisation des parcelles, il est évident que nous ne pourrons pas construire 5000 logements cette année. Cet objectif ne pourra être atteint qu’à partir de 2011. Notre priorité pour cette année 2010 est donc l’aménagement foncier. Nous allons aménager, sur fonds propres 4120 parcelles dont la répartition est la suivante : Libreville 2700 parcelles, Franceville : 497 parcelles, Oyem : 481 et Tchibanga 424».



Mais coup de théâtre, alors que nous sommes à mi-chemin de 2012, c'est-à-dire pratiquement 2 ans après les promesses d'Ondzounga, le régime Ali Bongo nous annonce sans que nous puissions déceler une pointe d'humour dans leur promesse, qu'il allait finalement s'occuper de l'érection des logements sociaux. Mais ce qui est remarquable dans l'annonce toute récente c'est l'austérité du Project. Cette fois on nous dit que le régime va terrasser pour 1000 logements seulement et plus remarquable encore, la composante temporelle a disparu de l'annonce. Les 1000 logements seront-ils livrés annuellement, une seule fois et puis bye-bye? Rien à filtrer du communiqué annonciateur de la bonne nouvelle. Mais alors, vu la tournure des évènements, peut on conclure que les annonces de Ondzounga n'étaient que de grosses mises en scène? Que le régime n'avait jamais eu l'intention de construire 5000 logements par an? Que dire alors du fameux budget de 43,308 milliards de francs CFA pourtant bel et bien voté dans la loi des finances, fut-ce aussi de la pure fiction? Si non: où est donc passé l'argent? Mais de toute évidence, il semble bien que le public gabonais ait été victime, de la part du régime, d'une mystification de plus, d'une mystification de trop.



Il semblerait que ce régime ne se rende pas compte que les moyens financiers avec lesquels il s'amuse, sont ceux de la collectivité nationale. Par conséquent, la gestion de ces fonds devrait se faire avec un minimum de sérieux et non la continuelle litanie de pseudos plans de construction de ci qui reste invisible, ou de soit disant relancement de ça, qui n'est jamais relancé ou est continuellement repoussé alors que les budgets eux sont votés d'années en années. Hélas, on continue de dire aux Gabonais que "le pays est en chantier", mais les gabonais sont là, regardent, où sont les résultats? Trop de paradoxes que les effets d'annonce ne peuvent expliquer:



1. Si le pays entier est en chantier, pourquoi le chômage lui ne cesse d'augmenter?
2. Si les budgets sont votés, pourquoi plusieurs entreprises ayant travaillé sur des chantiers publics n'ont pas été payés dans les délais légaux?
3. Les fameux échangeurs du Charbonnage et Nzeng-Ayong ont eu quel effet?
4. Les agences créées par le régime, à la totale dévotion d'Ali Bongo, ont eu quel effet d'efficacité?



Chers lecteurs, depuis le début, ce blog dénonce les basses manœuvres du régime à un double niveau: d'abord au niveau de la communication publicitaire, c'est-à-dire les effets d'annonce sans suite; comme c'est le cas avec les fameux 5000 logements par an; puis le manque de transparence dans la présentation et analyse de bilan. Par exemple, qui aujourd'hui peut nous expliquer point par point quel a été le budget de la CAN, les dépenses, les recettes, le solde? Ces chiffres et ces indicateurs sont important pour que le citoyen puisse apprécier comment le régime utilise son argent. Quand le régime annonce des choses de manière unilatérale sans donner au public la possibilité de vérification non inféodé au régime, alors nous sommes dans la mystification. Mais qui gère par la mystification, périra par la mystification.



Ainsi va le Gabon
